i-Gaming

Interactive Wagering, or iGaming, was enacted in Fiscal Year 2020 when the West Virginia Legislature passed House Bill 2934, permitting existing racetrack casinos and the casino in a historic resort hotel to offer wagering on any authorized interactive gaming provider.

Sports Wagering

Sports betting was implemented during Fiscal Year 2018 when the West Virginia Legislature passed Senate Bill 415 that permits wagering on the results of permitted professional or collegiate sports or athletic events.

Limited Video Lottery

In the state of West Virginia, video lottery is the legal use of player interactive gaming machines similar to those commonly known as “slot” machines in the casino industry. This form of gaming was approved in 1994, with restraints set forth by law, at West Virginia’s four thoroughbred and greyhound racetracks. The issue had to be approved by voters in the counties in which each track is located.

In 2001, this was expanded as the WV Legislature passed a bill allowing for a limited number of video lottery machines in adult environments, known as the “Limited Video Lottery Act”. The measure outlawed pre-existing “gray” or poker machines and restricted the number of Limited Video Lottery (LVL) terminals to no more than 9,000 to be placed in retailer locations with specific types of West Virginia Alcohol Beverage Control Administration (ABCA) licenses.

LVL undergoes a 10-year bid process for ownership of permits. Those looking to seek reports should do so by filing a request through the LVL secured portal.


Traditional Lottery

Traditional gaming was first introduced to West Virginia in January 1986. 13 different traditional lottery products have been introduced since its inception.

The WV Lottery offers an array of draw and instant games at around 1,500 retail locations across the state.

In-state draw games Daily 3, Daily 4, and Cash 25 are aired six days a week in partnership with local broadcast stations, and the state also supports Keno Go Bonus and CA$H POP, which hosts multiple drawings a day. Other draw games include Lotto America, Powerball, and Mega Millions.

The Lottery introduces over 30 new instant games each fiscal year, and those games help provide revenue for the Lottery proceeds of seniors and veterans, education, and tourism.

Race Track Video Lottery

Racetrack Video Lottery games were implemented in 1994 when the West Virginia Legislature passed the Racetrack Video Lottery Act, making video lottery terminals available to the state’s four racetracks (subject of course to passage of local referendums). In September 1994, three of the four tracks began operating with such, and the fourth joined in September 1997.

Games offered include poker, blackjack, keno, and spinning reel types. In June of 1999, legislative action allowed mechanical reel coin drop machines as well.

Anyone needing to request self-exclusion or self-exclusion removal can do so by submitting the correct form to the Deputy Director of Casinos.

Table Games

Table games were first implemented in Fiscal Year 2008 when the West Virginia Legislature passed the Racetrack Table Games Act, making them available at the four racetracks in the state, subject to passage of local referendums. In October 2007, Mountaineer Casino Racetrack & Resort and Wheeling Island Hotel, Casino & Racetrack began operating with poker tables only and added full table games in December 2007.

Limited Gaming Facility

Limited gaming is hosted at the Historic Resort, which implemented video lottery and table games in Fiscal Year 2010 when the West Virginia Legislature passed the Casino Act, which also required passage of a local referendum.
